What’s the role

The Associate Project Control Engineer oversees project controls by applying systems and methods for developing estimates, controlling costs, planning and reporting, measuring progress, managing schedules, handling changes, and closing out activities. Additionally, the PSE ensures the delivery and maintenance of a comprehensive suite of Project Services, including Cost Estimation, Cost Management, Schedule Management, Risk Management, and Progress and Performance Analysis and Reporting. Depending on the project's development phase, the PSE's responsibilities include managing and facilitating these activities.

What you’ll be doing

  • Deliver and maintain standard, consistent and realistic cost estimates reflecting the assessed risk parameters for each project

  • Utilise cost methodologies and tools to produce cost estimates inclusive of engineering, procurement, construction, commissioning and start-up scope and costs. Incorporate project complexity factors into project estimates and assemble key input data such as project objectives, scope and execution plan.

  • Provide overall project cost, schedule, estimating, progress measurement, and change management leadership and expertise.

  • Develop cost and schedule estimates to support opportunity assessments, Project funding, Project reviews, and ad hoc requests.

  • Manage Project Cost and Schedule throughout the project life cycle

  • Fully understand the scope of the project, contractual requirements, identify the major milestones and set clear priorities for the project team

  • Provide technical expertise and input during different project ORP, execution, and commissioning and closeout phases.

  • Mentor associate project engineers and ensure the technical quality and timeliness of work

  • Analyze trends, prepare forecasts, opportunities and vulnerabilities

  • Administer the project change control process and communicate implication of changes. Steward the overall Change Management process

  • Monitoring and appraising the performance of the Contractor(s) in the areas of cost control, progress measurement and control

  • Utilize Technical, Economical, Commercial, Organizational & Political (TECOP) profile to establish appropriate deterministic cost contingency.

  • Look after financial and technical closeouts of capex/portfolio projects which includes As-Builts, EDR, WBS closure & assurance check.

  • Analyze cost/schedule and progress reports and trends developed by contractor

  • Review of cost bases of contractor's Change Proposals / Orders 

  • Identify and assess project risks, including technical, financial, and operational risks.

  • Full facilitation of PR to PO process (Requisition to Pay)

  • Ensure compliance with Shell’s technical standards, policies, and procedures.

  • Collaborate with internal and external stakeholders, including contractors, suppliers, and regulatory authorities.

  • Develop and implement risk mitigation plans to minimize project disruptions.

  • Contribute to Shell’s sustainability goals by identifying opportunities to reduce environmental impact during project execution.

  • Support the integration of innovative technologies and practices to enhance project efficiency and performance.

  • The role primarily involves remote support to the Project control of downstream operating units/sites. 

  • Contribute to Project close-out reports as input to Lessons Learned and benchmarking efforts.

  • Provide support for Data Capture and Internal Benchmarking.

What you bring

  • Engineering/Technologist Degree and/or Certification as a Project Service Engineer or equivalent experience. 

  • 2+ years projects/EPC experience in refinery or petrochemical industry experience in project services 

  • Experience in Cost Engineering, estimation, planning, risk and scheduling knowledge in portfolio/capital projects 

  • Works effectively in a Team environment and build consensus & Customer focus. 

  • Working knowledge of a broad range of Project Controls systems, tools, and practices specifically in Oil & Gas industry. 

  • Willingness and flexibility to travel internationally as per business needs

  • Upon business requirements must work on the different shifts

  • Strong leadership, communication, report-writing, and presentation skills. 

  • Skill in PowerPoint, Word, Outlook, SAP, Ecosys.  

  • Background in Oil and Gas maintenance and operations is an advantage. 

  • Excellent analytical, oral and written communication skills 

  • Preferred experience in following tools: P6, Ecosys, PowerBI, Aspen, Tableau & Easy Risk

  • Preferred accreditation in PMP, CCP, etc
