Where you fit in

As the Country HR Manager for Shell Belgium and Luxemburg, you are accountable for translating global strategies at a local level, and you execute the delivery of the people agendas within a local context, including alignment with local regulations, ER/IR strategies, individual case management, and compliance requirements. You serve as the spider in the web for all ongoing HR activities and initiatives, and you lead a team of HR professionals, both in ER/IR and Payroll. You also drive the transformation of the HR Operating Model in relation to the SBO’s. You serve as a thought leader to the Country Chair and the Country Coordination Team. You are accountable for value creation and protection; and risk/exposure management.

What is the role?

1. Business Partnering

  • Collaborate with Country HR colleagues and/or HRBPs across Business and/or Function on delivery of business and people priorities.

  • Design, develop and implement specific interventions, solutions or programmes in support of the People Agenda for the country.

  • Define and contract the blend of HR (or other functional) resources locally required to deliver the agenda and contract with resources to deliver business-critical requirements.

  • Manage and co-ordinate delivery of defined interventions – leading cross-functional, cross-country and virtual team members where needed.

  • Manage cost-effective and timely local delivery of critical business change initiatives, such as:

  • Country-specific organisational redesign and implementation including liaison with Country HR ER/IR and HR Operations specialists.

  • Implementation of country-specific D&I initiatives.

  • HR IT Transformation journeys, including payroll system optimisations, process migrations and Workday roll-out

  • Interventions following regulatory changes, CLA negotiation outcomes or otherwise

  • Drive the integrated capability plan and people agenda locally for a business, function or asset

  • Ensure that core capabilities are built.

  • Provide expertise/coaching for leadership to enhance/develop capability of senior leaders regarding engagement, team leadership and performance.


2. Employee engagement/Change/culture

  • Develop and build the culture (norms) appropriate for the country strategy

  • Drive Employee Engagement for the country

  • Connected into the business plan, general engagement & community building to more clearly split.

  • Add value by ensuring that line managers can achieve their strategic objectives and behave consistently with the organisation’s values and culture.

  • Drive organisational performance.


3. Derive insights

  • HRBPs derive insights from data (analytics) and use this to drive relevant action

  • External/Outside in - relevant business context/developments (external mindset)


4. Provide input to COEs

  • Ensure appropriate business-specific input to either a) COEs for design or b) the HR Delivery pool for delivery.


5. HR Operational Delivery

  • Co-own end-to-end delivery of HR processes with HR Operations Manager.

  • Implement new HR Operations support model for BeLux, actively drive new ways of working both within the team as well as in the wider HR organization and business.

  • Collaborate with the HR operations organisation and Expertise in COE to provide a seamless experience to users and HR Business.

  • Drive and strengthen continuous improvement, focused on clear benefits realization.

  • Ensuring effective financial controls and adherence to HSSE and information compliance policies.

  • Manage budget of the team.

  • Establish strong working relationships with other teams within the HR organisation.

6. Leadership

  • Drive HR Transformation objectives; managing significant change journey over the coming years.

  • Drive top quartile employee engagement within own organization.

  • Drive high performance of the organization, through coaching and supporting staff and team leads.

  • Continuously grow the capability of the organization; ensuring sufficient focus for individual development.


What we need from you

  • Master in Labour Law, Economics, Business Administration, Industrial Psychology or equivalent

  • Fluent in Dutch, French, English

  • Mastery/skills within HR Business Partnering, ER/IR, Payroll and knowledge of Recruitment, Talent Management, OD & Learning

  • HR professionalism – protect our license to operate.

  • Influencing skills to effectively manage a broad range of both external and internal stakeholders including 3rd party bodies and government agencies.

  • Collaboration/integrative leadership (with other parts of the HR organization)

The position reports into the HRVP BeNeFrux and is part of the HR BeNeFrux Leadership Team with responsibility for 5 locations, 3 legal entities (Belgian Shell N.V., Shell Catalyst & Technologies, Shell Luxembourgeoise) with a total of around 350 FTE across 3 main businesses. It leads a team of five employees, contractors and indirectly oversees colleagues in SBO Kraków.
