Where you fit in

As the ER/IR Manager for BeLux you are accountable for the ER/IR agenda in both countries, by owning and driving the relationship with the social partners to realize a great place to work for employees as well as protect Shell’s license-to-operate in country and value to the Shell group. You informally manage the two ER Advisors in the team and collaborate with the payroll colleagues, colleagues in HR Operations and the HRD for overall guidance. You can oversee broad and strategic change journeys, but you also have an eye for detail, by recognizing risks and intervening before they materialize.

What is the role?

1. Employee Relations and Employee Engagement

  • Manage local consultation processes and requirements

  • Manage HR-related external risks and ensure compliance with external legislative requirements

  • Provide country specific Subject Matter Expert ER/IR advice

  • Develop and leverage relationship with internal Employee Representative bodies

  • Translate global ER philosophy to local ER Strategy and plan and provide input into global initiatives as necessary

  • Run proactive interventions aimed at improving quality of leadership/ employee engagement through line managers

  • Develop and execute country-specific culture and work environment programs incl. health and welfare design and application

  • Drive and support an inclusive workforce and the overall D&I agenda for the Country

  • Manage high-impact or high-risk individual or collective disciplinary, grievance or other ER/IR issues in close collaboration with ER Case Workers.


2. Industrial relations

  • Develop and leverage relationship with Union and employer associations

  • Represent Shell externally as a recognized expert in country-specific issues

  • Prepare and manage CLA negotiation strategy and manage external and internal stakeholders together with Country HR Belux

  • Prevent and manage industrial action

  • Assess IR management component of contractor tenders and manage relationship with employers of contractors (regulation of terms, co-employment risk, Worker Welfar


3. HSSE, Compliance & Ethics

  • Set up local crisis management governance and manage HR angle of crisis in collaboration with key stakeholders like Country Chair, Country HR Belux, RE, Health and Services

  • Sense (also through the line and HR Advice) what goes on in the organization and anticipate what topics can grow into grievances

  • Escalation point for HR investigations, GHL complaints and other grievances managed by ER Case Workers

  • Ensure duty of care towards employees and contractors (Worker Welfare)


4. Capability and community building

  • Ensure robust information & knowledge management relating to country specific ER/IR content

  • Collaborate with HR Expertise to ensure good solid knowledge of Labor Practices standards internally and keeping up to date with the external news and development

  • Coach HR Advisors and Line Managers on quality ER, Ethics & Compliance

What we need from you

  • Master in Labour Law, Economics, Business Administration, Industrial Psychology or equivalent

  • Fluent in Dutch, French, English

  • Deep subject matter expertise on employee engagement, industrial relations and complex case management: ­

  • Ability to identify, understand and proactively manage local external market trends (economic, political, social) and deriving insights to enable a healthy ER/IR environment in country, using data to proactively identify emerging ER/IR trends and define mitigations for potential future risks

  • Organisational health/capability diagnostic and design skills.

  • HR professionalism to protect our license to operate.

  • Influencing skills to effectively manage a broad range of both external and internal stakeholders iincluding 3rd party bodies, employer federations and government agencies.

  • Collaborative and integrative leadership (with other parts of the HR organization)

Scope of the role

  • In charge of 5 locations, 3 legal entities (Belgian Shell N.V., Shell Catalyst & Technologies, Shell Luxembourgeoise) with a total of around 350 FTE across 3 main businesses.

  • Complex ER/IR environment with Work Councils in 2 different Joint Committees: Chemical and Energy sector federations and Luxembourg.

  • Reporting into the HR Director BeLux

  • Based in Brussels or Ghent Plants, but regular presence at either location for Employee Relations connects and monthly for industrial Relations connects: Work Councils and Syndical Delegations.
