
Technical Specialist - Cost Engineering
What’s the role
The Technical Specialist – Cost Engineering role focuses on establishing and managing a standardized suite of cost engineering services within project services. This position is part of the TAO (Technical and Administrative Operations) team and will provide remote support from locations such as Chennai, Kuala Lumpur, or Manila. Technical Asset Support (TAS) teams assist various Shell business units including Downstream-Manufacturing/Chemicals, Integrated Gas & New Energies, Upstream, and other corporate functions. These teams are strategically located across Chennai, Manila, Cyberjaya, and Krakow to deliver consistent and efficient support globally.
What you’ll be doing
- Support technical competency development of TAS-Project Services team.
- Coach and mentor staff on technical topics like Cost control methodologies, industry best practices equipment, processes, digitalization and tools as well as on soft skills such as stakeholder engagement, communication skills and continuous improvement.
- Acting as focal or function lead for project services function -Cost Engineering and support TAO-PS frontliners for any support on their deliverables.
- Responsible for developing TAO-PS _ community and acting as a mentor / coach for all the frontlines.
- Utilize cost methodologies and tools to produce cost estimates for all phases of project delivery process.
- Utilize Technical, Economical, Commercial, Organizational & Political (TECOP) profile to establish appropriate deterministic cost contingency.
- Incorporate project complexity factors into project estimates and assemble key input data such as project objectives, scope and execution plan.
- Implement project cost breakdown structures (CBS) and their population from the estimate.
- Prepare Work Breakdown Structure (WBS) and documented Cost Time and Resource (CTR) sheets for phased cost estimates.
- Project Creation / Closeout deliverables (PO / network closeout including GSAP & Vendor follow up)
- Closely working and support Project Leads in controlling the program portfolio and / or specific projects within the program.
- Closely working and support Lead Cost Engineer in establishing and maintaining the project baseline cost.
- Closely working with project team in making timely decisions and improve predictability by providing data analysis, highlight early warnings and key opportunities
- Closely working and support Project Team for the change management process, analyze trends and highlight potential impacts of changes on cost.
- Closely working with project teams for process to collect actual cost performance, condition and normalize data for future use, develop metrics and benchmarking information.
- Closely working with project teams for development of deterministic cost model and probabilistic cost analysis
- Assist in Performing Probabilistic Cost & Schedule Risk Analyses at pre-defined points within the project life-cycle (E.g. Prior To Decision Gates)
- Closely working with project teams for interpreting and explaining Cost & Schedule Risk Analysis output to Project Leadership and Review teams
- Update and maintain Project/Portfolio dashboards including automation of reports and integrating with existing tools
- Update Contingency release / drawdown based on key risks & opportunities, project changes and trends
- Generate accurate monthly cost reports (OC-1), highlighting variances from the plan on commitment, value of work done, EAC and providing commentary on reasons for deviation
- Provide the technical steer to frontliners staff for assigned work stream(s)
- Enable and develop the usage of automation, digitalization, supporting technologies / IT tools.
- Support the TAO Deployment and Capability Leads in managing various activities related to Accounts, Migrations, QA/QC.
- Ensure that activities are executed in line with Shell’s policies and standards. (Data privacy/protection, Code of Conduct, HSSE&SP, DEP, ORS, PMF, AMS processes & others).
What you bring
- Bachelor’s degree in any engineering discipline such as Instrumentation & Control Engineering or Electronics Engineering, or a university degree in engineering combined with certification as a Project Services Manager/Lead or an equivalent qualification.
- At least 10 plus years of work experience in Project Services in Oil & Gas/ Petrochemicals or equivalent industries.
- Experience of implementing change and continuous improvement projects.
- Able to demonstrate in-depth technical knowledge and required skill sets for the role.
- Solid hands-on experience in Project Controls, Scheduling, Cost Engineering, Project Management, and other aspects of Project Services is a must.
- Able to proactively manage stakeholder expectations and experience in working across different cultures.
- Preferably strong skills in Excel.
- Certification in Project Management from PMI / IPMA.
- The Project Services Technical Specialist needs to be a self-starter, taking initiatives and work without close supervision.
- Due to multiple/conflicting priorities, candidate needs to be strong in prioritization, managing stakeholder expectations and be resilient under pressure.
- Sound understanding of business/process workflow and have a mature mindset to deal and behave under tough/challenging situations.
