HSSE Manager
The Shell Hong Kong Mobility Business consists of 49 fuel service stations and >50 EV charging sites. Safety is our first priority. We are in the HSSE Journey that the ultimate success is to achieve Goal Zero No Harm and No Leaks sustainably without relying on “luck” as our last control barrier, that there is no leak to the environment.

What’s the role?
You are responsible to lead, engage and coach the management, staff, business partners and contractors to successfully deliver the Mobility HSSE strategy through a robust HSSE plan. This requires the passion for HSSE to help support the business on risk management and helping it deliver safe operations.
You will be focused on 3 Goal Zero Fundamentals: Care, Competence and Compliance to mitigate the HSSE risks. The role requires you to:
Ensure local teams are equipped with the necessary HSSE and related competence via training programs, NMPI (Near Miss Potential Incident) reporting, learning from incidents and other activities in collaboration with Learning Team, Operation Team, Network Team, etc.
Ensure Shell HSSE Control Framework are appropriately implemented and ensuring all Business Assurance requirements are met via various level of assurance activities. Drive new ways of proactive and bottom-up assurance and prevent them from happening by focusing on key symptoms and leading indicators.
Build HSSE culture, coach local staff on HSSE leadership, and drive behavioral change to achieve HSSE Goal Zero performance. This includes the coaching and mentoring of business leaders to visibly demonstrate HSSE leadership in everybody's day to day business activities (e.g., Management of Change, Emergency Response), recognizing good HSSE behaviors and
achievements, and other initiatives.Ensure the HSSE Management System (MS) in particular critical control barriers for key risks are implemented effectively as per the updated Risk Matrix at all levels. Proper monitor and follow up with the HSSE performance data.
Encourage and foster good reporting culture; support and advise the incident investigation team if incident happens to identify gaps, uncover the root causes, develop learning from incidents and take actions to bridge the gaps sustainably by sharing with all relevant stakeholders.
Collaborate with teams, stakeholders, and partners in developing and implementing a clear HSSE message and HSSE plans, to take HSSE performance to unprecedented levels.
Lead and drive Continuous Improvement of HSSE performance for all functions to improve yield, as well as any Regional/ Global projects that you’re involved.
Work with various team to ensure a safe and sustainable growth and expansion of network especially around new business development, EPCM/ FMC work, etc.
Be an active member of Management Team to lead the Business and a member of the HSSE Technical Forum for Shell Hong Kong.
What we need from you
We are looking for someone who possesses:
Bachelor’s degree preferably in Engineering or HSSE (other discipline or candidate with relevant experience or RSO/RSA will also be considered)
Minimum 5 years of working experience with at least 2 years in managerial role in engineering, HSSE or related fields
Strong leadership and management skills required
Proven experience in external/internal stakeholder management and frontline management
Innovative thinking to manage evolving and emerging risks, leveraging on technology and thinking “beyond safety”
Proficiency PC knowledge, and in both spoken and written English and Chinese, including Mandarin
