Supply Chain Commercial Lead for Chemicals & Products
Supply Chain / Contracting & Procurement (CP) is the Shell Group function accountable for acquisition of all third-party goods and services that support Shell business. Our purpose is to create value through simpler and more effective operations, connected to the business bottom line. Working closely with our business partners, we deliver RDS tail spend cost leadership and top-quartile end-to-end CP processes and operations to underpin the world’s most competitive supply chains.
Position Description – Purpose:
This posting is for a Supply Chain Commercial Lead (SCCL) supporting the Chemicals and Products (C+P) business at the Shell Energy & Chemicals Parks in the Netherlands (Pernis & Moerdijk).
The Supply Chain Commercial Lead is viewed as a key commercial position to lead/ manage contracting and procurement activities to ensure that sites are optimizing non-hydrocarbon 3rd party spend in Facilities and Manpower Categories, where appropriate drive initiatives across the North-West Europe (NWE) region (includes Pernis, Moerdijk & Rhineland Sites) and develop category strategy.
This role offers the opportunity to drive change, both in the internal ways of working (high focus on increased E2E-view and integration) as well as in the management of core suppliers for those categories, ensuring we have or choose the right “partners for the future” who will support in structural value-generation while embracing the Chemicals & Products Transformation agenda.
The key purpose of this role is about bottom-line value delivery through strategic planning, diligent performance tracking (especially for manpower category), driving assurance across the value chain. Driving bottom line improvements in the selected portfolio of contracts, supporting Assets’ cost reduction targets and help to drive cost improvements through global category networks in C+P.
As a SCCL, you are required to work collaboratively with a broad range of internal and external stakeholders, including with global category teams and implement, where appropriate, Local and Enterprise Framework Agreements (EFA’s).
Drive good commercial outcomes by working effectively with business stakeholders, Procurement Team, CWO Team, other communities (including contract management and driving high performance) for local and multi-site contracts including EFA's.
Develop commercially competitive sourcing strategies and tactics that meet the business demand while taking into account potential implementation of regional SC strategies and implementing the regional component of global strategies.
Develop and own end-to-end contracting process, which includes conduct tenders, evaluate bids and drive negotiations and manage subsequent supplier performance, following CMCP principles.
Ensure commercial models in place for categories in scope are robust and optimized, taking full advantage of 40:40:20 (Demand/Specification/Price) levers.
Ensure contracts can be operationalized effectively within the context of the standardize RtP (Requisition to Pay) and CMCP (Category Management and Contracting Process) process.
Manage supplier relationship including the resolution of operational and supplier performance issues (“claims”) relating to the contracts through proper post-award contract management.
Drive Commerciality and Operational Discipline via AMS/MSC Excellence (support delivery of selected projects / networks – i.e. Category Networks for C+P).
Key areas of attention are ensuring efficiency of contract labour suppliers’ operations through proper contract management, supported by relevant reporting and PowerBI dashboards and in cooperation with CWO team.
Bachelor degree in industrial engineering, business administration, supply chain or other relevant fields. Expertise in establishing and managing lean and reliable Supply Chains, gained through operations or excellence roles in Contracting and Procurement or other commercial or deal making roles.
Commercial mindset, delivery oriented.
Strong E2E process management thinking.

Experience in negotiation of contracts with various levels of complexity with proven delivery.
Proven track record of contract management experience and continuous improvement.
Experience with defining scope for relevant categories and developing category strategies aligned with site business plans and executed these category strategies that led to significant cost reductions is an advantage.
Good understanding of CP SC Requisition to Pay process, SAP and Ariba.
IT literacy, ability to work with various tools & systems is a plus.
Experience in building and sustaining healthy commercial relationships with key suppliers and value chain partners.
Languages: fluent in business English and the local site language (Dutch) would be an asset.
