
Country Security Manager Malaysia and TH
Job Purpose:
To lead Corporate Security team on Security Risk Management for Shell in Malaysia and Thailand.
To provide assurance and accountability to Shell Businesses in Malaysia and Thailand that the risks to Shell staff, assets, projects, information and reputation from Security threats are managed to As Low As Reasonably Practicable (ALARP).
To maintain a professional Security capability and to continuously improve the Security performance of the organization in a diverse operating environment.
Maintain focus on ‘Goal Zero’ with no Security-related fatalities or significant incidents.

The position will impact across Shell’s Business operations and functions in Malaysia and Thailand.
The incumbent provides direct support to the Country Chair (CCh) and Country Coordination Team (CCT) members of Shell Malaysia and Thailand and is line-managed by the Regional Security Manager (RSM) Asia Pacific in Singapore.
The position will be based in Kuala Lumpur, Malaysia, on local terms and incumbent is of a Malaysian national.
The position will have a significant impact on the further professionalization of the Security Function. The incumbent will have 1 direct report (Business Security Manager (BSM), and functionally manages the Integrated Gas and Upstream Security Managers and Real Estate Asset Protection Managers (RE APM), a network of Security Focal Points (SFP), security contractors and service providers.
The incumbent will have the responsibility for the oversight and influence of all Security costs to the organization in Malaysia and Thailand.
Principal Accountabilities:
The incumbent is accountable for the following requirements:
Malaysia
Develop and maintain a Secure business environment across Shell’s Business footprint in Malaysia.
Ensure all legal Security requirements e.g. International Ship and Port Facility Security (ISPS) Code, Protected Areas and Protected Places (PAPPA) Act by local government agencies are complied with.
Functionally manage the Security skill pool in Malaysia to ensure adequate and timely provision of security support and advice to Shell’s business operations.
Manage the Security intelligence process, identify and assess security threats, and ensure that the risks posed from terrorism, organised crime, criminality, activism, civil unrest, armed conflict, information theft and Maritime Security in Malaysia are brought to the Management’s attention with appropriate advice on mitigation.
Ensure the timely delivery of relevant security assessments and plans for Shell Capital Projects as required in the Opportunity Realisation Standards, and act as Technical Authority (TA2) as appropriate.
Maintain an oversight of Security spend across Shell Malaysia and reduce Security costs to the Business by identifying and implementing cost reduction measures in Security provision, whilst maintaining a secure Business environment and ensuring that contracts with commercial Security providers are managed effectively.
In collaboration with Information Risk Management (IRM), establish effective Information Security protocols and ensure Information Risk Control Measures are managed relative to the threat.
Also collaborate with Shell’s Maritime Security to ensure that Risk Control Measures are managed relative to the threat.
Maintain the Country Security Plan (CSP), oversee the implementation of the Shell Group Security Standards (GSS), and ensure full compliance with the Security requirements of the Safety, Environment and Asset (SEAM) Standards.
Effectively manage/support Shell Malaysia’s response to any security related incidents and ensure that corrective action is implemented.
Maintain and deliver the 5-year Security Assurance Plan, ensure the completion of Security Risk Assessments (SRA) of Assets and Activities as well as Security Plans (SP) according to the Security Management Register (SMR). Pro-actively and timely support Business security assurance processes, including action management, and participate in Group Independent Internal and HSSE & SP Audits as appropriate.
Ensure that the appropriate Security competence requirements are fully integrated into the organization and deliver security awareness training for staff and contractors as required.
Provide annual assurance to CCh and Businesses that all Malaysian Government and Industry security compliance obligations are met, and that all Shell Malaysia Security operations are conducted in accordance with the Shell General Business Principles (SGBP), the Voluntary Principles on Security and Human Rights (VPSHR), and the Use of Force (UoF) guidelines.
Ensure that Shell Malaysia meets its duty of care responsibilities for all staff and visitors, and manage the security arrangements for Shell Travelers, VIP visitors and Expatriate staff and dependents.
Ensure adequate security support to Company sponsored events.
Assist in the planning and execution of crisis and emergency response exercises as required.
Establish and maintain an appropriate network of security and intelligence contacts with government, industry bodies and with commercial security providers.
Represent Shell at relevant Government and Industry security forums as appropriate.
Thailand
Managing the Security Management process, identify and assess security threats, and ensure that the risks posed from terrorism, criminality, organised crime, activism, civil unrest, armed conflict, information theft and Maritime Security in Shell Companies of Thailand (SCoT) are brought to Leadership Team (LT) ’s attention with appropriate advice on mitigation.
Ensure compliance to SEAM Std (Security) by maintaining the: -

Effectively managing/supporting SCoT’s response to any security related incidents and ensuring that corrective actions are implemented.
Collaborating with Information Risk Management (IRM) and establishing effective Information Security protocols and ensure Information Risk Control Measures are managed relative to the threat.
Conduct investigations on significant security incidents.
Ensuring that the appropriate Security competence requirements are fully integrated into the organization and deliver Security awareness training for staff and contractors as required.
Ensuring that SCoT meets its duty of care responsibilities with relevant and appropriate measures for all staff and visitors, and manage the security arrangements for Shell travelers, VIP visitors and expatriate staff and dependents.
Sharing of Learning from Incidents (LFIs) on Security incidents.
Developing and maintaining an appropriate network with internal and external stakeholders.
Ensuring that the SMR for SCoT is up to date.
The CSM shall support the Country HSSE Manager/SFP in:-
Ensuring the relevant stakeholders are in compliance with the SEAM Stds (Security).
Effectively managing/supporting SCoT’s response to any security related incidents and ensuring that corrective actions are implemented.
Issuing Travel Advice and accounting for staff.
Ascertaining the appropriate level of investigation required in a Security incident.
Developing and updating Emergency Response Plan (ERP) and Crisis Management Plans.
Advising in Security at Shell House Office (SHO).
Key Challenges:
Understanding Business Strategies and keeping up to date with the dynamic threat environment in Malaysia/Thailand in order to optimize security support, whilst maintaining a balance between security threat and cost of risk reduction.
Monitoring and mitigating security threats posed by foreign authorities which may impact Shell operations.
Minimising Shell’s exposure to Information Security threats and protecting Shell’s intellectual property.
Maintaining Shell’s security compliance and assurance obligations.
Developing the core competencies of employees with security responsibilities and integrating security into the business.
Raising the profile of CS amongst senior leaders and business managers.
Establish good working relationships with internal and external stakeholders.
Required Job Knowledge, Skills & Experience:
A high calibre security professional or police/military officer with a minimum of 10 years relevant Security risk management experience.
Possesses a minimum qualification of Bachelor’s degree in related fields of Security e.g. Law, Police Science, Law Enforcement etc. Higher degrees will be an added advantage.
Strong influencing skills across organizational boundaries e.g. senior leaderships, peers and external stakeholders.
Excellent communication skills, ability to set direction, build, communicate, and implement a shared vision with regards to security risk management.
Proven ability to lead teams and networking internally and externally.
Strong command of spoken and written English and Malay, added advantage in Thai.
Capable of producing high-quality written reports and security briefs.
Ability to travel at least 50% of working time and at an ad hoc basis with little notice.
Self-propelling individual, displaying initiative, flexibility, efficiency, and tact and diplomacy to achieve agreed targets.
Incumbent will undergo a 90mins written assessment and if successful, will be invited to attend subsequent interviews.
