What’s the role? 

The role is pivotal to the improvement of organizational capability within SAV APME Operations by ensuring the competence of the frontline operators, airport supervisors and all other staff employed in SAV operations (airport and office based).  

Duties and Responsibilities

  • Manages the APME operations competence programmed, covering the competence of more than 190 staff and the delivery of greater than 2600 training modules per year in 15 locations over 5 countries.
  • Supervises more than 20 local trainers across the region, ensuring they are competent and accredited to deliver according to the global standards and requirements.
  • Works within the boundaries of the competence development strategy of the HOT organization, the approved policies and plans but also proposes adjustments to the plans that could improve effectiveness.
  • Actively contributes from own area to the creation and implementation of the Competence Development Strategy of the HOT organization.
  • Work as individual contributor within the APME operations organization and translates global standards and requirements into practice at the frontline. 
  • Manages the competence assurance process for the local trainers to ensure they are regularly vetted and accredited to deliver training in line with SAV quality expectations.
  • Assesses the competence level of SAV operations staff, ensuring full compliance with Shell Aviation Operation Competence Framework.
  • Leads the delivery of the f2f seminars program of APME (Supervising for Safety, Train the Trainer, Permit to Work, etc).
  • Accountable for defining the optimum delivery methods for training, constantly evaluates effectiveness of it and makes required adjustments.
  • Leads the identification of competencies required to comply with statutory compliance in APME countries and arranges delivery of required trainings to ensure regulatory compliance. 
  • Reviews, revises, and develops training content in collaboration with subject matter experts, ensuring it is relevant, up-to-date and aligned with the Shell Aviation Competence Framework, as well as understandable and usable by frontline teams. 
  • Provides guidance and support to the organization through the Shell Aviation Competence Framework, helping trainees in APME to identify and close their competency gaps.
  • Tracks, monitors, and reports the progress in the region regarding competency development and assurance.
  • Acts as SME for Operations staff to resolve technical and procedural issues with training updates into WDL or other Tools used for reporting. 
  • Accountable for digital projects and tools in APME Ops (in synch with the Global Competence Team) to enhance training delivery and competence development.
  • Drives “change and engage” activities to ensure that the frontline maximizes the benefits of available Toolkit, constantly evaluating effectiveness and user friendliness (e.g. WDL system and its user interface).
  • Delivers reliable, timely and actionable reporting of training completion, in line with requirements for compliance with Group mandatory requirements as well as with internal SAV MI requirements.
  • Drives excellence in building operator competence in technical skills and HSSE leadership. The special challenge is to build up trainers and operator expertise for tank farm and mobile equipment management.
  • Drive leadership development and succession planning within APME SAV Ops community.  

Interfaces  

  • Maintains strong partnership with Country Ops Mgrs. to drive competence development at the frontline.  
  • Member of the Global SAV Competence Team, partnering Global Competence Assurance Lead and the Assurance Leads of APME and Americas, to contribute to the global agenda, but also to share and receive best practices.
  • Partner with the Regional HSSE & Engineering Manager to develop and deliver HSSE competencies development plan.
  • Interface with SAOM Compliance Team to review local Standard Operating Procedures management, record maintenance and retention related to staff competence.

What do we need from you?

In this role you need to appear with credibility in front of Airport Supervisors and Operators, as well as the rest of the APME Ops community to drive productive engagements and lead towards an effective learning curriculum and enrichment of the courses content. It is therefore vital to be able to master the content of Aviation operations.

  • At least 10-year experience in hands-on management of high-risk frontline operations in highly regulated sectors
  • Deep knowledge of SAV operations (Standards, Technical, HSSE, Product Quality, Trade Controls, Asset management).
  • SAOM or JIG Compliance Inspector certification will be an advantage. 
  • Knowledge in fuel farm operations will be an advantage.
  • Proven leader in HSSE & Compliance
  • High level of “can do” attitude and positive mindset to successfully conflicting priorities of demanding stakeholders. 
  • People management skills including coaching and development, providing feedback, and managing difficult conversations.
  • Strong interpersonal skills with the ability to build relationships and trust.
  • Ability to communicate and influence effectively external parties (e.g.  JV partners, airport authorities, aviation industry bodies).
  • Sensitivity to cultural differences and the ability to work with varying approaches.
  • Fluent in English, both verbal and written.
  • Fluency in Malay will be a significant advantage.
