This position reports directly to the Project Services Manager Deepwater Projects (DWP). This role is accountable for:

Deliver, align, and integrate a full suite of Project Services (PS) activities and deliverables i.e., Estimating, Cost Engineering, Planning Engineering, Risk Management, Benchmarking, and Project Services Management. The scope covers pre-DG3 and post-DG3 projects. Bonga Main Capex project is a portfolio that covers various Brownfield projects and improvements to the Asset. Lead multi-discipline PS Engineers and is accountable for the delivery of Project Services activities and deliverables for the assigned projects. Set focused goals to deliver "Best in Class" competitive projects.

What is the Role?

You will be an indirect line supervisor for Shell and Contract staff in the Project Services Team.

  • Opportunities/Projects could comprise from Identify, Assess, Select, Define, Execute to Decommissioning phases.
  • Member of Shell Project Services Network. Collaborate with Shell Global Project Services and other Regions for standardization, tools calibration, data collection, benchmarking, continuous improvement, and Regional/Global support.
  • Key stakeholders: Project Team, Discipline Engineering, Portfolio Managers, OR & CSU, Wells, Development, Contracts & Procurement, Finance, HR, Commercial, Legal, HSSE, Assets, Decommissioning, Technical Planning, Group Project Services, Vendors, Contractors, NUIMS, NUPRC and CoVs.
  • Ensure all internal and external stakeholders are aligned with key opportunity/project strategies and anticipated results. The Project Services Team has multiple tasks with different project team composition. It is imperative that the support effort is seen as highly credible by PS Team members and stakeholders. The incumbent needs the experience, behaviors, and skills to engage with multiple stakeholders and align on what is needed for successful outcomes.
  • Key challenges: Driving collaboration and work prioritization between various functions to ensure end-to-end alignment within short turnaround time. Complexity is high in this matrix organization.

RESPONSIBILITES:

  • Represent PS in the Project Leadership Team and participate in internal meetings, reviews, assurances, audits, and external engagements. Supply accurate and verified data to the Business Opportunity Manager/Project Manager on which to base decisions. Present a credible and competitive outcome to Senior Leadership. Provide interface role between projects and PS matrix organization. Ensure appropriate quality of customer feedstock to PS Leads and Engineers.
  • Incorporate project complexity factors and local requirements into project planning, cost and risks and assemble key input data such as project objectives, value drivers, scopes, contracting strategy, execution strategy, and embed carbon reduction & abatement.
  • Lead quality integrated-PS inputs into decision gates and into all PS deliverables. Ensure application of lessons learnt from ongoing and completed projects into PS activities/deliverables. Focal point to coordinate in delivery of benchmarking, resources for PS-related review events and audits, and project reporting.
  • Lead strategic planning for PS activities/deliverables and map out internal/external stakeholders. Manage changes, uncertainties, and conflicts of PS delivery across the portfolio projects. Maintain an overview of portfolio projects future timelines to assist mid-term resource planning.
  • Establish, implement, monitor, and improve project controls process, system, and plan. Ensure that the contractors' delivery is comprehensive and complimentary to PS requirement. Lead the development of project work breakdown structure, cost breakdown structure, estimates, activities, logic, resources, and progress of the integrated project schedule. Lead the development of Cost, Time and Resource sheets, validation of VOWD, payment milestones completion certificate, and Contractors invoices. Prepare reconciliations between earlier cost estimates and the current cost forecast, and similarly apply for schedule and risk. Review scope change requests for the total installed cost & schedule impact. Provide to Business Opportunity Manager/Project Manager with accurate overall monthly reports covering progress updates, forecast completions, together with the critical path and trend analyses for cost, planning and risk. Analyze the trends and provide early warning of any deviations.
  • Ensure quality and timely submission of cost, schedule, and risk assessment into investment documentation, annual budget, and cash calling submissions.
  • Develop contract pricing and administration instructions for alignment with the cost breakdown structure, bid evaluations and company counter estimates to support contract award recommendations. Develop the contract key dates, milestones and company plan dates for alignment with the overall integrated plan, in evaluating bid schedules and in reviewing contractor plans to support contract award recommendations.
  • Apply probabilistic techniques to determine and communicate the possible range of cost and schedule outcomes for the project, interacting with partners whenever required to jointly conduct those risk analyses.
  • Provide project management support on project to asset handover, close-out report and data collection.
  • Motivate, coach, and develop PS Engineers towards improving Project Services Management Functional Excellence, Project Delivery, HSSE, and Quality culture and behaviors. Active management of continuous improvement.

What We Need from You?

  • Qualification: Engineering degree > MUST
  • Must have at least 12 years extensive experience in oil & gas industry
  • At least 8 years experience in Upstream Projects: Have significant experience in a role with direct responsibility for the management of Project Services/Project Engineering scope for post-DG3 projects, and proven experience in pre-DG3 projects.
  • Experience in Brownfield projects
  • Demonstrate good team leadership capability. Significant experience in managing multi-discipline of engineers with ability to coach people. Proven interpersonal and relationships skills in complex environments with ability to collaborate with personnel of diverse backgrounds.
  • Core competencies - possess skill level understanding of Project Services Management/Project Engineering, and knowledge level for Cost Estimating, Cost Engineering, Planning Engineering, Risk Management and Benchmarking principles.
  • Demonstrate skill level understanding of local contracts & procurement requirements.
  • Excellent interpersonal and relationship skills; must be able to deal effectively with internal and external stakeholders.
  • Excellent integration, collaboration, analytical, communication, written and change management skills. Demonstrate skill level in presenting and communicating analysis to various stakeholders. Able to establish credibility with stakeholders.
  • Demonstrate thorough knowledge level of the overall project process and steps. Fully conversant with various project assurance process.
