Technical Specialist Subsea Execution (Inspection)

Primary focal point for Asset Based ROV, Pipelines and Subsea facility Inspection plan and execution. This includes the management of the Risk Based Inspection (RBI) program working with C&P team to tender and award the scope, procedure generation and closeout of information relating to drawing updates, Underwater Management Data Banks (UMDB’s), data upload and database management.
The Operations Lead Technical Reporting will be part of the VP TAO organization
The VP TAO will be accountable for maximizing integrated business value across the organization. Technical Asset Operations (TAO) is a key enabler for the accelerated delivery of Shell’s Asset Management System and will help us to reach our ultimate potential in Downstream Manufacturing, Integrated Gas and Upstream. TAO provides high quality and cost-competitive technical resources who are not physically present at site yet are an integral part of asset teams delivering value through end-to-end AMS work processes.
Purpose & Accountabilities
Key Process requirements:
Ensure Regulatory compliance specifically awareness and compliance with contractual/legal and commercial requirements when operating vessels and/or equipment in or near 3rd party fields or alongside 3rd party assets
Support routine liaisons with statutory bodies, and other third parties
Comply with the Management of Change Process (e-MOC)
Comply with the requirements of the PSIMM, 0153-001, 0184-001, 0186-001, 0188-001, 0188-002 and associated guidance manuals • Ensure HSSE embedded in technical solutions
Complete all mandatory HSSE training
Participate and promote intervention initiatives (STOP activities and apply Mind Safety)
Comply with the HSSE golden, House and Life Saving Rules
Contribute to department HSSE plan.
Assist with the subsea collection and onshore processing of leak samples
Maintenance Integrity Execution (MIE)
Translate the Risk Based inspection (RBI) philosophy for Structures, Risers, Pipelines and Subsea facilities into 5-year working Inspection Plans, updating and maintaining the Inspection Plan on a continuous basis as and when new inspection information becomes available following subsea activity.
Support the tendering process for inspection execution activity by helping to collate and comment on the scope of work and assist the technical evaluation of the tender bids received for inspection execution.
Work closely with Subsea Inspection, Maintenance and Repair (IMR) & Asset-Based ROV (ABROV) service providers, to manage workscope preparation, oversee workscope reviews, Hazard Identification and Risk Assessments (HIRAs) and delivery of workscope documents, COABIS workpacks and COABIS data recording equipment, ensuring all regulatory requirements are considered.
Assist offshore inspection teams with COABIS setup and fault finding, 0153-001 Standard Underwater Procedures requirements and workscope queries for all offshore operations.
For Subsea Inspection / ABROV operations, review completed offshore COABIS data and reports, provide feedback to contractor and ensure final data is quality assured.
Report inspection findings/anomalies to the responsible Structural, Subsea, and Pipeline engineers (job sponsors) in a timely manner.
Assist in review of inspection data, including anomalies and developing subsequent actions where required, managing the anomaly data and associated files.
As part close-out, generate recommendations for updates to risk-based assessment of pipeline and subsea facilities following any offshore visit or to capture new learnings, and work with technical authorities to agree updated inspection plans and manage these plans.
Ensure that Databases are uploaded, updated and managed (managing offshore ‘Site’ and Master anomalies, work history, condition information, document storage and archive) on an ongoing basis including Common Pipelines Database (CPD) Integrity Management System (IMSPL-SS) and COABIS post data acquisition ensuring system is as built, this includes upgrades and ongoing suitability, working with the system provider to resolve issues
Support annual pipeline & subsea asset class integrity assessment & reporting and follow up in RADAR
Manage and report cost performance of activities under own responsibility.
Generate, maintain, and update UMDBs based on equipment changes subsea (modifications and projects), seek approvals and distribute to stakeholders ensuring worksites have latest revisions prior to mobilisation.
Provide COABIS and IMS technical support for SUKEP employees.
Create COABIS workpacks for subsea maintenance workscopes.
Manage transfer of COABIS workpacks and data to and from vessel at appropriate times.
Provide onshore support to vessel(s) during mob/demob to support readiness of inspectors and QA/QCs.
Upload to COABIS, final/interim reports and signed front sheets from vessel(s), onshore close out reports and inform/distribute to Job Leads.
Conduct post-processing of inspection data where requirements exist (for example where COABIS has not been provided as part of vessel setup), interpreting and sorting through reports and video files generating reports where the need exists and recording this information in the COABIS database
Manage, upload and process offshore recorded digital video files.
Manage historical an ongoing subsea workscope information in relevant SharePoint folders (acting as site owner).
Assist development of use of IMS for subsea equipment and manage subsea equipment information within, referring to information across all relevant systems (COABIS, CPD, Pipeline Summary Databook’s (PSDBs), SharePoint, drawing viewer, well information records, MyMaps viewer).
For project and modifications support, create:
Pre-project flow schematics.
Subsea Layout Diagrams & Miscellaneous Seabed Overviews.
Pipelines/Umbilical Works Authorisation Isometric Overviews
Process and Instrumentation Diagrams, Process Safeguarding Schemes, Cause & Effect Diagrams, Hydraulic/Electrical Schematics.
For project and modifications close-out:
Search through project handover document files identifying the various contributing contractors, logging these by company and ensuring the correct version of drawings (verified as built) are available.
Manage transfer of project vendor drawings to Operated drawing management system, ensuring sufficiently detailed records are kept allowing tracking where different drawing numbering systems exist.
Ensure required native format CAD files obtained from relevant contractors for future ‘Maintained’ drawings.
Load all drawings to Shell’s Meridian drawing management system once verified by lead engineers/ Technical Authorities (TAs).
Review all loaded project drawings against existing Shell system drawings to determine which existing drawings require updating, superseding or cancelling.
Mark-up existing Shell drawing changes required and mark up newly loaded project vendor drawings requiring further modifications to cross refer or tie into the existing Shell drawings.
Complete draughting work relate to above and obtain check approval from relevant engineers.
Issue final close-out via Shell Document Control Centre (DCC) for distribution to all relevant parties.
Provide day to day assistance as required with obtaining drawings should problems be encountered, and with confirming correct scope of drawing updates required for projects and modifications (requires thorough searching and understanding of drawings held within Meridian database as well as pipeline summary databooks).
Act as custodian for Drawing Management process.
Follow and maintain/update where required Shell drawing management procedures.
Integrated activity Planning (IAP)
Liaise with responsible Structural, Subsea & Pipelines engineers for the development of the diver and ROV inspection philosophy for subsea installation structures, risers and subsea facilities (manifolds, wells, other structures) excluding pipelines. Assist the responsible Structural, Subsea Pipelines & Surveillance engineers with the creation of WRF’s for submission to asset planners for Structures, Riser and Subsea Facility inspections.
Provide Subsea Inspection activity requirements to Surveillance engineers for inclusion in the Asset Strategic Asset Management Plan (SAMP) and annual budget in line with the facility business plan.
Monitor asset and vessel operations IAPS plans and ensure alignment
Assist in the procurement, management and delivery of Third Party ROV services for provision of Asset Based ROV (ABROV) inspection operations of Pipelines Structures, Risers and other Subsea Structures accessible to the ABROV.
Provide input to contract management reviews for key support contracts
For Subsea Inspection /ABROV operations, assist in the review and approval of invoices and associated costs.
Maintain continual awareness in subsea market with respect to underwater inspection and intervention techniques and identifying and adopting new technologies to improve business results.

Key Performance Indicators
Delivery of Planned Structural/Riser, Pipelines and Subsea Facilities Inspection to plan and within budget.
In partnership with Process Managers and stakeholders, can demonstrate the advantages of structured and detailed Subsea equipment’s and structures within their appointed sites, plants and locations or OUs.
Perform Subsea Engineer role and other technical functions, with scope covering technical data and documents of the operating units & manufacturing sites,
This role is expected to help in implementing the standard maintenance strategy for subsea equipment’s & Structures in various operating units across the globe.
Technical Support that enables the operating units, Sites to leverage the benefits of utilizing the Engineering Services, Technical support, maintenance strategy to the fullest extent.
No Annual budgets which you directly control but can have influence over department and production area budgets.
No direct staff management responsibility. The candidate is also expected to coach/mentor less experienced staff.
Skills & Requirements

The successful candidate should have Graduate or Master’s degree with 8+ years of relevant industry experience or 10+ years relevant experience.

End to End Process Management
Experienced subsea inspection engineer, working with different tools to maintain the integrity of facilities such as Pulsed Eddy Current (PEC), Flooded Member Detection (FMD), fluid sampling.
Working with operators and service providers to provide optimal execution strategy
Extensive experience in oil and gas industry with subsea inspection activities and related information, including preparing for, assisting execution, follow up reporting and data management.
Experience in subsea anomaly management, providing assistance to pipeline and subsea engineers in follow up and close out of anomaly reports.
Experience maintaining subsea equipment documentation including drawings and manuals.
CSWIP 3.4u inspection background.
Fully competent on COABIS database management.
Fully familiar with and able to apply MEC RP04-04.8 (Pipeline and Subsea Integrity Recommended Practice)
Knowledge of all types of subsea infrastructure to component level.
Thorough knowledge of COABIS inspection management system.
Fully familiar with and able to use Shell Group IMS-PLSS software tool
Highly competent in interpreting drawings and inspection information.
Extensive experience in oil and gas industry with pipeline and subsea related drawings, including draughting and close-out.
Knowledge of all types of subsea and pipeline infrastructure to component level.
Expert competence in the following draughting programs: AutoCAD 2016 and MicroStation V8i (including Descartes V8i for raster images).
Highly competent in interpreting and presenting engineering information on critical and reference drawings.
Working knowledge of Meridian drawing management system.
