
Emergency Response Technician
The Shell Polymers Monaca Plant will be a world-scale petrochemical plant in Western Pennsylvania that upgrades locally produced ethane from Marcellus and Utica shale formations gas production to make polyethylene. As construction of the site progresses, the site is now growing to support Commissioning and Start-Up activities and prepare for full operation in the early 2020s.
What’s the role?
As an Emergency Response Technician, you will provide an initial response to protect People, Environment, the Asset, and the Shell Reputation in the event of an emergency. You will be effectively and efficiently executing all aspects of emergency response. Individuals in this job are expected to have a visible field presence, as demonstrated through doing core work activities; working with others in the department to coordinate responses and maintain fixed and mobile fire protection equipment throughout the site; demonstrate visible HSSE leadership and commitment; and apply the HSSE management system to work activities. Where compliance and/or assurance issues are not being addressed, this position is expected to escalate those issues to their Team Lead or Emergency Response Manager. You will also be a Subject Matter Expert in Industrial Emergency Response and have knowledge in Active Fire Protection systems and Process Safety. Lastly, you will ensure that the Emergency Response processes, training, and drills are completed as required and mobile equipment is maintained and ready to respond.
Accountabilities:
Be an active member of the Emergency Response Team, which includes annual performance reviews, coaching, and personal development plans.
Participate and engage in the establishment and maintenance of a program of exercises that test Emergency Response Plans and Procedures
Work with Internal and External stakeholders in the planning and execution for Emergency Response initiatives
Participate in the execution and revisions of the Site Pre-Incident Plans. Actively participate in on-shift exercises for the Shift Emergency Response team
Support the development and maintenance of the training program for the Shift Emergency Response Team to enable them to further develop and be competent to perform their assigned response duties safely and effectively
Support Emergency Response documentation and ensure the site retains records for periods defined by local legal requirements and the Company’s Records Management System
Interface with the Production Team daily
Provide oversight for all Firewater permitting
Support the site’s testing and periodic maintenance of all mobile and fixed emergency response equipment
Respond to site emergencies and support activities outside of normal working schedule
What we need from you
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
Minimum 5 years of experience in Emergency Response in an industrial or related setting.
Education – Occupational Health and Safety, Fire Protection, Emergency Response, or related technical degree or certifications
Certified National Fire Protection Association (NFPA) 1081 Interior and Exterior (or equivalent). Certified as NFPA 472 Hazardous Materials Technician (or equivalent). Certified as NFPA 1006 Standard for Technical Rescue (or equivalent)
Minimum of Certified Emergency Medical Responder or Pennsylvania Department of Emergency Medical Services (EMS) Certification – Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), or Paramedic
Skill level for Microsoft Office Suite
Experience interfacing with Local, State, and Federal Government Agencies. Must meet the Fitness to Respond Requirements for performing firefighting duties
Previous experience with the National Incident Management System (NIMS)
Hazard recognition, risk assessment, problem-solving, and decision-making skills. Working knowledge of Industrial Firefighting apparatus and foam generation equipment
Knowledge of OSHA and NFPA Regulations
Experience with the Incident Command System in industrial or related setting
Experience responding to Large Incidents for Chemical and Refinery type emergencies
NIMS 100, 200, 300
Experience in coordinating and delivering Industrial Emergency Response Training
Knowledge of proper response to transportation and pipeline emergencies
Experience in Refinery/Chemical Production facility in an Operations, Maintenance, or comparable role
Perform other Shift Emergency Response Team duties as required
Perform other duties, as assigned
Demonstrate a personal belief in all Personal and Process Safety incidents are avoidable (achieving Goal Zero). Role model Goal Zero commitments for self and team
Effectively collaborate, communicate, and engage with a large organization
Maintain excellent relationships with key stakeholders (including Production Operations, Maintenance, and the HSSE Organization)
Demonstrate ownership and accountability for the Site Emergency Response Equipment
The base salary range for this position is $52,000 - $78,000 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.
For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.
Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
