The Process Safety Engineer will report to the Process Engineering Team Lead.  The primary responsibility will be to support Operations in achieving production, reliability, and cost targets safely. Key activities include: Assist the asset team in identifying the HSE hazards in the business and to manage risks to ALARP.  Apply his/her Technical Safety expertise to a wide range of issues ranging from support of operations to new projects to the abandonment of assets. Be accountable/responsible for implementation and improvements of HSSE Control Framework Process Safety Requirements. Provide assurance to process safety requirements with respect to the HSSE Control Framework, SAEM standards (Safety, Environment & Asset Management), and process safety processes and procedures. Provide day to day Process Safety support to the asset. Lead and support process safety initiatives and projects in support of HSE Goal Zero improvements.

Dimensions

The asset currently consists of two central processing facilities in SOV South and a central processing facility under construction in Bajada de Añelo. Additionally, there are approximately 130 wells in production and the associated gathering pipeline network, export oil and gas pipelines, and water disposal wells.

Process Safety Engineering will serve as Operations Process Safety Focal Point  with no direct reports.

  • Regular (min. 1or 2 days/week) presence in the field.
  • No direct Reports.

Accountabilities:

  • Asset Support - RCA, MOC, WRFM, DPRs, Hazops.
  • Facilitate HAZIDs, Bowties, ALARP discussions.
  • Focal point for MoCs What if  & 5 yr. Hazop , HSE Case Updates - schedule, facilitate and capture actions.
  • Participate in MTO process.
  • Monitor and report out on Proactive Technical Monitoring for Process Safety.
  • For Brownfield Projects - Provide oversite to Process Safety contractor and review/approve deliverables.
  • Lead delivery of special Process Safety initiatives e.g. Process Safety Fundamentals. Development of methodologies, work practices & guidelines.
  • Support Hardware Barrier Assessments (HBA) - prework gather data for review, scheduling, facilitate, and report out.
  • Support incident investigations.
  • Lead Process Safety Risk Review - preparation and facilitation of the semi-annual reviews.
  • Identify opportunities for LOPC reductions - trend analysis across the Asset.
  • Support the Asset through Technical Safety expertise in Fire Safety & Layout, Risk Management, Consequence Modeling, Investigate/Assess/Review and AIPSM expertise.
  • Identification, assessment and documentation of HSSE Risk reduction and control strategies for significant hazards.
  • Coordinate and lead asset AIPSM (asset integrity process safety management) meetings.

Requirements

  • Bachelor’s Degree in Engineering.
  • ~5 years of experience in the oil and gas industry.
  • Process Safety / Technical Safety experience as support for an asset or projects.
  • Native Spanish speaker with good proficiency in English.
  • Experience in risk assessment tools such as What if, HAZID, HAZOP, and incident investigation tools such as Root Cause Analysis.
  • Experience with flare and relief system design and consequence modeling.
  • Knowledge of HSSE industry codes and standards (for example API and OSHA PSM) and their application in the oil and gas industry.
  • Ability and confidence to work with multiple teams with minimum supervision or direction.
  • Ability to manage, plan and communicate with persons from teams with different line responsibility.
  • Understanding of technical assurance processes.
  • A strong and committed team player.
