What is the role?

Accountable for supporting the Project leadership deliver Goal Zero. Understand risks and ensure pragmatic solutions are implemented to deliver credible, competitive and affordable projects. Key focus includes:

  • Serve as HSE frontline integrator for planning, and execution of Health, Safety and Environmental aspects within the Project.
  • Implements HSSE programs and facilitate delivery of statutory requirements as well as support the HSSE advisors in the line and from Contractors

Principal Accountabilities:

  • Provides functional, Expert advice to project portfolio for continuous improvement toward top quartile Group HSE performance.
  • Accountable to Project SE Lead for driving Safety excellence and delivery of sustainable Goal Zero HSE Performance improvement.
  • Develop specific Goal Zero programs for all projects in line with PS1 requirements of PMF and support full implementation.
  • Participate in Safety Studies and Reviews for the projects.
  • Develop and implement Project HSSE & SP Activity plan specific to each project.
  • Develop a tracking register and track actions from all Safety Studies, Audits, Management site visits and LOD 1 Audits for closeout to achieve Zero overdues 
  • Monitor and review SE performance of project including main contractors and subcontractors to achieve contract performance commitments
  • Support application and implementation of hazard management tools including but not limited to Work Method/procedures, Safety Systems of Work, FWE, JHA, PTW, Toolbox and Learning from incidents etc.
  • Deploy construction standardization/IOGP recommended practices worksites
  • Support HAZID/Risk Assessment for critical activities
  • Support the line with development of AIPSM plan, execution and review, driving implementation of Process Safety manuals and stimulating continuous SE risk identification, assessment and reduction.
  • Organize, coordinate and supervise SE Training/awareness campaigns. Train and coach local staff.
  • Support Project in implementation of Process Safety standards
  • Provide general HSE Management advice and support to a Project team.
  • Monitor contractor performance and implementation of Contract HSE Plans; report deviations to Project management. Work in the project active sites in supervision of project activities/workforce
  • Carry out audits, incident investigations and reviews. Cascade learnings from incident, best practices.
  • Embed human performance and learner mindset in project as part of safety refresh

Key Challenges:

  • Improve and sustain a compliance culture among the substantial majority of Project and contractor staff.
  • Managing low performing contractors in terms of HSE
  • Maintain effective site supervision especially with low level sub-contractors in the major projects
  • Drive best practices in SE-MS for all contractors engaged in projects and operations in the face of insecurity in the Niger Delta
  • Assuring the effectiveness of SE-MS throughout project life cycle
  • Deliver world class SE performance.

What we need from you?

  • Science or Engineering degree.  A Masters in occupational health and safety or NEBOSH Diploma or IGC is an added advantage
  • At least 10 years’ experience in EP industry of which a minimum of 7 years is in a projects SE role.
  • Seasoned SE / EP professional with broad experience in SE risk aspects of EP.
  • Experience in Construction HSSE management – a MUST
  • Demonstrate a breadth of knowledge consistent with the scope of activities and ability to use networks effectively across Shell organization
  • Knowledge and familiarity with the IOGP 577/597 models for Goal Zero delivery model, positively influencing HSE at worksites.
  • Demonstrate good understanding of project brownfield interface and ability to manage multiple diverse project requirements and concurrent Project activities
  • Knowledge of Auditing, Environmental quality standards, environmental laws, regulations and permits
  • Knowledge in analysing, solving problems, communicating, persuading, personal creativity and innovation.
  • Able to develop and implement EP & Industry policies, strategies and standards.
  • Skills: Management Framework, in HEMP and Safe Systems of work, Teamwork, Project management techniques (business planning and evacuation), Understanding of business aspects of SE
