What’s the role

Join us as an R&M Technical & Process Safety Lead for the first Deepwater Sour Gas development in Sarawak, the Rosmari and Marjoram fields to deliver safe production of hydrocarbon within operating envelope, business targets and regulatory compliances. You will be based in the Onshore Gas Plant in Bintulu, Sarawak, Malaysia.

What you’ll be doing

You are expected to perform the following accountabilities, but not limited to below, which may be included as and when required to ensure successful Operations Readiness & Assurances (ORA) processes, Start Up Ramp Up (SURU) and OPERATE phase of R&M Platform & OGP. As a Senior Technical & Process Safety Engineer, to undergo Shell technical authority evaluation process and expedite all gaps to completion and be nominated a Technical Safety Engineering Technical Authority Level 2 within 6 – 8 months period.

  • Act as the Technical Authority for the respective technical safety engineering deliverables and activities. Ensure that HSSE & SP and in particular technical safety engineering issues are being addressed in a consistent way and in line with Company set standards and requirements.
  • Relentless pursuit of Goal Zero target with No Harm and No Leak through delivery of relevant HSSE plan to achieve business HSSE performance.
  • Initial focus during project execution phase will be to ensure asset readiness and to support the integrated project and asset team to start up Offshore facilities and OGP safely and meeting SURU Target. During operate phase, accountable for safe and reliable production of Rosmari & Marjoram fields to meet agreed production/emissions/discharge/HSSE business targets and drive towards top quartile R&M Asset lifecycle performance. 
  • Identifying, assessing, and systemically minimizing risks in our assets by designing and enhancing design integrity, technical integrity, operational integrity and integrity leadership principles.
  • Providing technical and process safety advice, technical authority assurance, engineering assessments & support to R&M in Hazards and Effects Management Processes, risk assessments, tools and support of assurance framework in managing the process safety risks in order to meet As Low As Reasonably Practicable (ALARP). Integrates across multiple disciplines to drive risk management where required.
  • Support business functions to deliver Shell's global commitments for Technical Safety excellence.
  • Plan the delivery against Process Safety Requirements relating to Technical Safety Engineering (TSE) including Process Safety Reviews, Hazards & Operability (HAZOPs), Asset Integrity and Process Safety Management (AIPSM) and other required reviews.
  • Support initiatives and improvements to achieve or maintain minimum industry standards.
  • Experienced in managing a process for ALARP determination, Asset HSSE Case development and providing input for update of CIMAH.
  • Lead or participate in Hazards and Effects Management Process (HEMP) reviews or studies to support Technical Change Management, Bowtie Reviews, Pre-Start Up Review, ALARP Demonstration, Layers of Protection Analysis (LOPA), Technical Safety studies and evaluations e.g. HAZID, HAZOP, QRA, Facility Siting etc.
  • Lead or participate in Incident Investigations where required.
  • Support Hardware Barrier Assessments (HBA) and SCE Deviations or Deferrals assessment in supporting SCE management process. Ownership of assigned Safety Critical Equipment (SCE) and provides assurance of its integrity and status.
  • Provide assurance for the Turnaround organization by leading the Pre-Start-up Safety Review (PSSR), providing input into the Statement of Fitness Process as well as for Projects to Asset (PTA) handover where necessary.
  • Drive, implement or coach on key process safety improvement initiatives and programs such as AIPSM Leadership, Process Safety Fundamentals (PSF). Provides leadership through continuous engagement and communication.
  • Review drawings and studies assigned to TSE to ensure that the facility is in line with codes and standards e.g. Fire Water Demand, Escape Routes, Fire Fighting and Life Saving Equipment Layout, Hazardous Area Classification, Blowdown, Venting, Flaring and Relief studies.
  • Ensure compliance to the relevant Standards and regulatory requirements in alignment with Safety & Environment Asset Management (SEAM) Standards and local laws & regulations.
  • Close liaison and interactions with asset stakeholders whose diverse expectations and relationship must be successfully managed.

What you bring

We are keen to speak with individuals who will have:

  • Minimum of 12 years of Oil and Gas experience in Technical & Process Safety.
  • A Degree or equivalent in Engineering.
  • Demonstrated competence in Technical Safety Engineering.
  • Good leadership, stakeholder management, planning, communication/writing and problem-solving skills.
  • Skill and experience in the application of technical safety engineering standards and requirements.
  • Competent and experienced in Technical Safety deliverables and processes across the full asset lifecycle.
  • Experience managing community and authority on risk and controls due to sour gas release is a plus.
  • Able to identify and address novel problems, including leveraging other's expertise.
  • Demonstrated ability to deal with multiple, often conflicting, goals and priorities. Provides clear and decisive leadership in an environment of many competing priorities and diverse activities and issues.
  • Demonstrated Enterprise First, proactive behaviour and leadership through continuous engagement and effective communication skills across a broad range of stakeholders.
  • Good collaboration and influencing skills in managing a team environment to achieve better productivity.
  • Excellent logical skills with sound understanding of concepts and philosophies relating to Shell and Industry standards.
  • HSSE Management System, International and Industry HSSE Standards, and relevant HSSE requirement, practices and regulation by Malaysia Authorities and Regulators, including ISO45001 & IS14001.
