What’s the role?

As a Contract Performance Engineer, you will be accountable for the following:

  • Support Site FMs and the respective teams through the development and implementation of pre- and post- award contract performance management tactics including performance measures and analysis, contract risks, contract financial planning (Target Cost, Accumulated Contract Value, etc), compliance monitoring, and the organization of strategic and tactical-level performance reviews of all Real Estate (RE) contracts.
  • Support standardization of structure, tools, processes in line with the overall governance structure
  • Work with data and management information ensuring it is credible, reliable, readily available, and used to generate insights to drive better decision making.
  • Coordinate, test, pilot and deploy any new RE digital tools across the sites.
  • Co-coordinate and document the site service requirements in support of procurement activities including scope information (pre-award activities), site risk assessments and spend data, and technical evaluation of proposals, contract scope and boundaries; contractor HSE management requirements, contract variations, claims, disputes, etc.." (working with Contracts & Procurement (CP)), and the Site FMs.
  • Support de-mobilization of expired contracts including confirming completion of work scope, releasing securities, resolving outstanding issues and providing feedback on performance.
  • Support mobilization of new contracts including the establishment of the site-level Contract Management Plans (CMP) and where applicable (with CP).
  • Support, analyze and monitor Site performance data, strategic/tactical-level contract performance reviews, including KPIs, Business Controls and support Continuous Improvement activities.
  • Manage and analyze spend trends across Sites and identify opportunities for cost savings and in developing / determining Schedule of Rates for negotiations with service partners.
  • Sourcing & Supplier Mgmt. that encompasses the ability to extract external industry/benchmarking lens to drive a “fit for purpose” facilities site performance and standards.
  • Ensure contract-related records and documents are maintained in line with Company standards.
  • Manage routine financial transactions within delegated authority including raising purchase orders and requisitions, preparing accruals, yearly budgets, tracking budget spent, administering sub-contractor costs (if any) and coordinating the timely payment of invoices
  • Support the Site FMs with contract spend information (actual vs. approved), invoice dip checks, target cost administration, approval of contract financial transactions and local procurement.
  • Support the quarterly/annual Latest Estimate exercise for RE.
  • Any other duties and support as required by the line manager

What we need from you

To be successful in this role, you will have the following:

  • Degree in Business or Supply Chain Management or Facilities Management or Accountancy.
  • Experience in the management of service contracts, including management of risks and supplier relationships.
  • Experience in performance measurement and managing improvement projects.
  • Comfortable working with, and leading through uncertainty, complexity, ambiguity, and incomplete information.
  • Ability to deal with conflicting requests, insights, and opinions.
  • Strong collaboration skills with the ability to lead and foster this leadership quality throughout teams.
  • HSSE control framework knowledge for contractor management with specific knowledge of the real estate market being a distinct advantage.
  • Business acumen to understand the economics of a solution or service, including cost drivers and the trade-offs associated with quality, schedule, and cost.
  • Has strong analytical technique, a ""delivery focused"" mindset, able to work effectively with other process area SMEs, and can demonstrate ability to independently drive assigned activities to completion within schedule.
  • SAP knowledge in GSAP, SERP, etc.

The Transaction will transfer all of Shell’s interest in the SECP Business to CAPGC. This position is part of the in-scope SECP Business and while the employing entity may initially be SGOP, a successful candidate’s employment contract will subsequently be transferred to Aster Chemicals and Energy Pte. Ltd. (“ACE”) to facilitate the Transaction. From completion of the Transaction, ACE will cease to be a Shell group company and will be owned by CAPGC.

Specific details relating to the impact on relevant employees supporting the SECP Business and timeline relating to the change of employing entities, will be shared with the successful candidate.
