Where you fit in

Bukom site is the most complex, by product flexibility, in Shell's portfolio. Bukom refinery is a strategic asset within Shell’s Refining and Downstream portfolio and is announced as one of the 6 global energy and chemical hubs for downstream as part of transforming our refining business

There is an opportunity to invest in a renewables plant at the back of the rightsized refinery in Bukom with greenfield and brownfield elements to improve the site’s competitiveness and resilience to the Energy Transition.

The Supply Chain Lead will be part of the CP team supporting the capital project in Singapore. You will be responsible on end-to-end material management activities establishing and supporting material management improvements for the project to ultimately ensure we set the right material management strategies and plans for the project, as well as improve contractor material management performance during execution. 

You will deliver value by supporting the implementation of top quartile material management in projects.

What’s the role?

You will be entrusted to bring global contracting and procurement expertise on the following:

  • Preparing and ensuring CP mandatory deliverables are delivered to projects in accordance with project maturation processes, Category Management and Contracting Process, Project Standard, application of CP Projects Expected Practices & Outcomes, support activities of Project Delivery Model where applicable.

  • Assuring Governance is followed for strategy approvals, market approaches (Contract Boards), contract award, and approval from various Contract Boards.

  • Leading definition of Supply Chain strategy, plan, and implementation of those in the execute phase, manage contractors and all contractual deliverables for the entire scope.

  • Deep knowledge of managed supply chain within the project which covers site logistics, material movement, safety operations on-site, dangerous goods handling, CP data, Project handover assurance of material disposal process.

  • Enable strong collaboration with internal/external stakeholders and suppliers to deliver commercially innovative solutions.

The incumbent should be able to demonstrate visible HSE leadership behaviors in line with “I am Goal Zero” with internal and external stakeholders and should have a credible track record of contractor HSE performance management.

You will be accountable for:

HSSE

  • HSSE leadership, role model commitment to Life Saving rules, Goal Zero, and Net Zero Carbon through the implementation of robust Supply Chain Strategy and Contractor Safety Management practices. Ensure adherence and understanding of policies, procedures, and guidelines pertaining to health, safety, and environmental issues.

Value Delivery:

  • Support the development of project material management plans across the mid and long-term planning horizon.

  • Participate in the definition of strategy, sourcing, and award process to contribute Material Management expertise. Ensuring that Materials Management (spares, BOMs, surplus, warehouse, track & trace, equipment, and supply chain strategies) are captured and adequately represented in ITT and contracts.

  • Coordinate /conduct /lead reviews of project material management plans and procedures including the MM Assessment (Define Phase), MM Policy, Plan, and RACI (Execute Phase).

  • Drive implementation of the group standard for materials management in projects

  • Monitor, audit, and review the EP(CM) contractor’s materials management, warehousing, preservations, and surplus management activities to ensure projects are delivered within budget and in good operational condition. This may include regular “health checks”/ audits.

  • Support to CP Lead in areas of MM value leakage/ improvements from MM perspective to set strategic direction and performance targets.

  • Deliver effective expediting, freight, and overall material movement service assuring on-time and on-spec delivery.

  • Support the implementation of new 4D/5D modeling tools on the project which includes material utilization modeling during construction.

  • Support MM operational readiness by delivering and executing the MM Plan for the operate phase, applying the project to asset best practices, and supporting the operations MM and CP activities including the organizational build-up, procedures, spare parts (data), warehouse sizing and design, documentation, etc.

  • Assure delivery of spare parts and spare parts data for commissioning, startup, and operations in line with engineering standards.

  • Ensure data and handover to Operations elements are covered including but not limited to managing data quality verification, master data creation, data enrichment, and coordinating the spares selection process utilizing Electronic Spare Parts Interchangeability Records (eSPIR’s).

Interface

  • Internal - Accountable for building and maintaining a close working relationship and strong collaboration with all stakeholders and supporting disciplines (Finance, Tax, Project Services, etc.).

  • Internal - Ensure the CP team maintains a strong connection and works collaboratively across the wider CP Organization and Build a close working relationship with Category Managers, and the global supply chain team.

  • External - Manage supplier relationships at the sponsor level effectively and collaboratively driving continuous performance improvement via relevant contract key metrics (e.g.: HSSE, Operations, Cost)

People

What we need from you

To succeed in this role, you will have:

  • Min 7 years of experience in materials management and procurement or commercial skill pool with a minimum of 5 years in managing capital project lifecycle contracts.

  • University degree (Business/Engineering) or equivalent, with professional accreditation is an advantage.

  • Proven leadership experience, and preference for candidates with leadership experience in project MM. Solid understanding of materials management and procurement.

  • Proven track record of execution excellence & delivering results either in the project or in operations.

  • Excellent communication, influencing, and networking skills. Capability to deliver with multiple reporting lines in the multi-cultural working environment.

  • Effective group facilitation skills. Resilient and strong personal leadership and collaborative skills in working and driving multiple groups of contractors, stakeholders, internal functions, and project teams. 

  • Team player able to coach and support staff of different backgrounds, experience levels, and nationalities.

  • Experience in working with and managing contractors. Commercial and external mindset.

  • Continuous improvement and simplification mindset. Creative, commercial-minded thinker capable of developing innovative solutions and a motivated self-starter with a track record of delivery.        

  • Highly driven, ‘can do’, focused on tangible value outcomes for the enterprise.
