About the P&A Organisation

A newly formed centralized Policy & Advocacy team has been established within Corporate Relations  and will concentrate on policy making outcomes and will bring together expertise from across Shell’s businesses and functions to develop the policy and advocacy, and reputation-building programmes required to deliver Shell’s strategic objectives. While most work will be conducted at country level, the central P&A team will be responsible for setting policy positions; supporting Shell’s in-country teams in positioning these in a local context. In addition, issues which require global or cross-country advocacy; and the prioritisation and decisions around global platforms and partnerships for policy advocacy purposes will be the responsibility of the central P&A team.

Success in delivering P&A outcomes requires Shell to have clear and granular policy objectives and it is imperative to ensure consistency of principles, approach, and representation across Shell.

What’s the role?

The objectives of the role are to:

  • Develop Nature Based Solutions related policy positions to support Shell’s businesses based on analysis of the business strategic, commercial and societal impact and external policy environment. Act as a subject matter expert on NBS policy issues

  • Build partnerships with external stakeholders (including, but not limited to customers, business partners, policy makers, industry associations, coalitions, trade media, and NGOs) to support the creation of high quality and credible markets for NBS. Represent Shell in relevant global fora and support senior Shell staff to do the same

  • Support Shell’s NBS business ambition, including through communications. Inform business decision making by bringing-in stakeholder insights analysis and recommendations

The accountabilities of the role are:

  • Serve as Shell’s leading subject matter expert on NBS policy including markets, MRV, social impacts, etc., and as primary Corporate Relations focal point for the NBS business

  • Support Shell’s NBS business growth and delivery by leading the development and execution of global and regional policy and advocacy strategies for NBS, consistent with Shell business objectives and strategy, and supporting local delivery

  • Build and manage relationships with external stakeholders in close collaboration with business and country teams to ensure up-to-date knowledge and market intelligence, in order to provide high quality, incisive, and business focused P&A expertise to senior leaders and project teams

  • Demonstrate visible leadership by representing Shell externally, and lead representation and Shell contributions to relevant and agreed industry associations and partnerships

  • Ensure alignment of external positioning and integrated delivery at global and country level to deliver integrated and credible external positioning

  • Frame the global storyline for NBS and provide support for business milestones and assurance of communications. Monitor and think through business/communications response to reputation issues. Where appropriate, lead development of, or participate in, new coalitions or integrated advocacy campaigns to drive policy solutions

What we need from you?

  • Understanding of the Nature Based Solutions (NBS) sector including quality, MRV, and project development. Commercial and policy experience of carbon markets will be an advantage

  • Experience of policy analysis – understanding the financial, strategic, and reputational impacts and opportunities for business, which different approaches and policy instruments deliver

  • Experience in developing innovative policy positions and delivering advocacy outcomes in a policy or multi-stakeholder setting

  • Experience working with external policy makers and political officials within a country setting or within international organizations

  • Proven ability to develop a broad network of external stakeholders and build trusted relationships externally. experience working with external influencers including NGO’s, academics, civil society, technical organisations

  • Proven track record as a strong communicator and integrator. Experience managing complex interfaces with internal client base

  • Demonstrate commitment to safety and ethics and compliance to internal and external stakeholders
