The environment focus is embodied in the comply/improve/prepare agenda which: ensures external Regulatory compliance in operations, ensures internal environmental compliance in all Shell activities, facilitates environmental performance improvements in business execution and prepares for the environmental challenges and opportunities of the future. The Environment discipline focuses on seven key environmental risk areas: GHG, Air, Soil and Groundwater, Impact Assessment, Sensitive areas, Waste, and Water.

Job Purpose:

1) The purpose of the Environmental Engineer role is to  provide regulatory, technical, sustainable development support and assurance for SMDS, with respect to all environmental requirements and programs.

2) A key component of this is to ensure SMDS complies with all environmental requirements in Shell’s  Safety, Environment and Asset Management Systems and local regulations, manage environmental risks and potential opportunities to SMDS relating to Respecting Nature & Net Zero Emission strategy.
3) The role requires proven environmental expertise to embed & drive Environmental goals and opportunities into the SMDS core business. Working in close partnership with the SMDS internal stakeholders and fostering continued culture of strong environmental compliance/ownership by the line from Production, Maintenance, Technology, Projects and other service departments.

Principal Accountabilities:

•    Facilitate sound environmental policy implementation, with clear strategies and tactics that will deliver the aspiration of Respecting Nature strategies & Goal Zero relative to environmental non-compliances & leaks to environment.
•    Providing advice on environmental regulations, standards, codes of practice and corporate requirements. Custodian to maintain SMDS Legal Register.
•    Provide site environmental response & intervention for day-to-day SMDS operation.
•    Deliver and/or support the implementation of Environmental manuals which is applicable to SMDS & regulatory programs to facilitate consistency and compliance across SMDS. Ensures timely and accurate submittal of all required, ex: compliance reports, permit fees, investigation reports and environmental summaries.
•    Deliver and/ or support continuous improvement in air emissions by developing and implementing an agreed improvement plan to address any repeated non-compliance, or other opportunities for improvement.
•    Lead site environmental monitoring activity (Ambient Air, Perimeter Noise, Flue Gas, Wastewater, Groundwater, Biosludge etc) on the required monitoring cycle, provide relevant site input for monitoring evidence, review monitoring reports & prepare for related submissions to regulators & internal.
•    Support to measure, analyses, review, report and communicate site environmental performance, environmental monitoring programs, and maintain records in accordance with regulatory, Shell record management or relevant HSSE-MS requirements; whichever stringent. 
•    Support in driving environmental compliance, resolving environmental issues, and maintaining continuous improvement strategy & implementation of the site environmental performance. 
•    Support in delivery of Environmental assurance activities ex: ISO audit, regulatory audit, SME reviews.
•    Deliver and maintain of monitoring and reporting programs as well as management systems requirements & programs, consistent with the requirements of the Shell HSSE & SP, SEAM Standards & relevant ISO standard. Liaising with various departments to ensure awareness & implementation of related management systems & processes pertaining to the environment. 

•    Working closely with operations, technology and maintenance in support of to meet the regulatory and company environmental performance requirements. 
•    Support to establish and foster a good working relationship with local regulatory authorities & contractor partners. 
•    Providing relevant and/or related environmental training to SMDS staff & contractor partners. 
•    Reviewing procedures, proposed new projects and initiate MOC's to ensure environmental improvements, implications are understood and addressed. 
•    Supporting other members of the Environment function at a generalist level in areas of water, waste, air, soil and groundwater, biodiversity.

Emergency Response
•    Required toplay the role of Environmental Section Chief/Environmental Unit Lead or HSSE role and be on duty roster(Bintulu based) to support 24/7 site emergency response requirements.
•    Provide advice on spill prevention techniques & controls to environment.

Regulatory Requirement

•    Competent Professional in Scheduled Waste Management by Department of Environment (DOE),  is an added advantage

•    Competent Professional in Industrial Effluent Operation by DOE, is an added advantage

•    Competent Safety & Health Officer by Department of Occupational Safety & Health by Department of Safety and Occupational Health or NEBOSH qualification is an added advantage.

Other Specific Accountabilities:

Incident reporting
•    Track environmental non-compliances and ensure quality reporting of the incidents as required by Performance Monitoring & Reporting PMR Specification.
•    Support to ensures that all environmental incidents are properly investigated, action addressed, learning from incidents embedded in processes/procedures to prevent reoccurrence.

Risk Management
•    Facilitate and provides expert input to Environment Aspects and Impacts review and support to maintain. the Aspects and Impacts register.
•    Provide verification on the implementation of control of the Aspects & Impacts.

Contract Management
•    Contract implementation focal point for related Environmental Contract; ex: Environmental Monitoring, Integrated Waste Management.

Carbon & GHG Management
•    Support implementation of program for relevant areas, as & when is required.

Emergency Response
•    Playing a supporting role to the Environmental Section Chief/Environmental Unit Lead for the Oil Spill/ Emergency Response organization.
•    Provide advice on spill prevention techniques & controls to avoid any leak to environment.
Regulatory Requirement
•    Competent Professional in Scheduled Waste Management, as & when required.
•    Competent Professional in Industrial Effluent Operation, as & when required.

Job Knowledge, Skills & Experience:

Job Knowledge/Experience:

•    Bachelor’s degree in Engineering, Environmental or Sciences or equivalent work experience. 
•    3 – 5 years of relevant experience in a refinery, gas plant or chemical site and/or experience working in a Gas-to-Liquid plant is an advantage. 
•    Proven ability to take initiative, manage/prioritize deadlines and achieve results.
•    Ability to communicate effectively & influence multiple organizational levels & disciplines both internally and externally.
•    Experience with regulatory and environmental support is desired but not necessary. Strong working knowledge of environmental areas and permit & regulatory compliance programs in Malaysia is an advantage.
•    Strong working knowledge of internal/external reporting and data management.
