The Compliance Policy & Controls Manager reports to the Head of Compliance Framework Operations within the Trading & Supply (T&S) Compliance organisation and is responsible for managing the integrated Policy and Controls team.

What’s the role?

The Policy and Controls Manager has responsibility for:

  • Leading the integrated global Compliance Policy and Controls Program and team.
  • Leading the design, implementation and ongoing maintenance of an integrated Compliance Policy and Controls Programme to ensure compliance with global regulatory requirements, laws, expectations, compliance risks and business growth across T&S. Having such Programme is a regulator requirement for the regulated entities within T&S. This includes:
    • Ongoing maintenance and review of all T&S Compliance Policies and Controls to ensure regulatory compliance.
    • Design and implement new Compliance Policies and Controls for new regulatory requirements, regulatory changes and compliance risk types.
    • Ensure alignment with other T&S and Shell policies and frameworks. For example, Shell group policies, Shell Performance Framework and T&S Op Risk framework.
    • Owner and management of the T&S Compliance Manual.
  • Design and implementation of LOD2 Compliance Controls as a result of gaps identified through policies, external events, regulatory change or internal incidents.
  • Ongoing maintenance and review of all LOD2 Compliance Controls making recommendations for improvements as required.
  • Act as an SME and approver for the design and implementation of LOD1 Compliance Controls.
  • Assessment of business proposal (incl acquisitions) and projects for policy and controls requirements.
  • Liaise with the Compliance Regulation team to ensure the T&S Compliance Obligations Register is linked to Policies and Controls.
  • Manage the development and maintenance of the Policy Exceptions process.
  • Provide day to day guidance to key stakeholders across LOD1 and LOD2 in relation to Compliance Policies and Controls.
  • Owning the governance of Compliance Policies and Controls, including consultation and engagement with the T&S Leadership, Business/LOD1 organisations, publication and implementation of all Compliance Policies and Controls.
  • Driving continuous improvement of the Compliance Policy & Controls Programme to ensure T&S can document and evidence its compliance with all its regulatory obligations.
  • Collaborating and liaising with appropriate SMEs across Compliance, T&S and wider Shell group on updating as well as when designing new policies and controls.
  • Overseeing support of SME input to the Compliance Framework team regarding the deployment and maintenance of the policy and control modules of MetricStream.
  • Lead the Solution Delivery (SD) team within the Policy and Controls team which will provide dedicated focus on business lead initiatives originated from the T&S Comm Ops Central Project team, IPRC other T&S Support functions or otherwise. This type of work requires intensive collaboration with the business, attendance of working groups, and utilises a more agile delivery approach.
  • Leading the development of processes, and procedures to support ways-of working of new integrated policy and controls team.
  • Acting as delegate for Head of Compliance Framework Operations as required.
  • Building trusted relationships with stakeholders across T&S including the Business Lines and other Risk areas (e.g., Operational Risk) to provide advice and guidance on the interpretation of Policies and Controls, and impacts on stakeholders.
  • Collaborating with the wider T&S Compliance Teams to ensure the successful and sustainable communication and implementation of Policies and Controls.
  • Partnering as a Compliance Policy and Controls SME with T&S businesses and T&S Functions, including Finance, Legal and Audit as well as Shell Group.
  • Developing the skills and competencies of the team.
  • Team leadership, coaching and mentoring.

What we need from you

This is a global role and covers mandatory regulatory policy and control requirements across all Trading & Supply jurisdictions and businesses. The candidate needs to have technical knowledge and experience across a broad spectrum of trading compliance functional domains and knowledge of global financial regulatory compliance requirements.

Additionally, this is a leadership and people manager role (managing and overseeing a global team of approx. 9 team members, including 6 direct reports) and one requiring extensive stakeholder management across all levels of the organisation including the Chief Compliance officer, Compliance Leadership Team and business GMs, SVPs and VPs. When it comes to nurturing a team and forming collaborative stakeholder relations, it’s your excellent people skills that will make the difference. You will inspire people to make changes that will have a direct impact on our commercial success and our ability to comply with regulation.

Beyond this, we’d hope to see as many of the following as possible on your CV:

  • Proven track record and robust understanding in developing and implementing global Compliance policy and/or control programs
  • Demonstrated strong people management skills, including managing conflict and challenging conversations
  • Proven strong leadership skills and management with a demonstrated ability to motivate, develop and drive performance and encourage positive team dynamics.
  • Robust written and verbal communication skills with the ability to influence at all levels of an organisation, both internally and externally
  • Proven track record of nurturing strong stakeholder relationships across LOD1 and LOD2 at every level, including at a leadership team level
  • Deep knowledge on the concepts of Clear understanding of the “3 Lines of Defence” model and segregation of duties for each LOD and an understanding of how to implement.
  • Extensive experience in change and transformation, particularly in Compliance process, policy and procedure and development and implementation
  • Understanding of global financial regulations and compliance requirements.
  • Experience of oil & gas and/or energy industries will be beneficially
