Hydrocarbon Allocation Engineer

This position safeguards commercial interests of our business through the measurement to cash process, especially for production systems in Malaysia with unique challenges due to multiple stakeholders, interdependent physical network and complex commercial arrangements.
This role covers the Shell Malaysia Upstream – Shell Operated Assets both in Sarawak and Sabah and may provide support to Non-Operated Assets where required.
What’s the role?
The Hydrocarbon Allocation Engineer will be responsible for the following:
- Perform production reconciliation and allocation for the operated fields in Sarawak and Sabah assets as well as interface with external parties to cover non-operated facilities and 3rd party fields that are interconnected to production network.
- Review all data acquisition systems and reporting processes with intent to ensure compliance to regulatory and contractual requirements from Petronas Governance Standards and Shell Standards SEAM PHEA as well as official documented procedures. To comply to Sarbanes-Oxley (SOX) requirements, Measurement, Testing, Allocation and Balancing (MTAB) Procedures, Commercial Agreements, PSC requirements and any local legislative requirements. To report and identify remedial actions to address any deviations.
- Ensure accuracy and reliability of data collection and reporting for production, sales, injection, waste, and emissions with due diligence check and thorough data validation and analysis. To highlight any suspected metering related issues to Metering Engineers for timely rectification.
- Ensure compliance to Governance and Performance requirements as stipulated in Petronas Governing Standards with outcome as reflected in annual assessment by Petronas via Contractors Compliance Index (CCI) rating. Ensure commitment to deliver Official Allocation report submission per Petronas Governing Standards /GSA and to report MTAB Sampling Performance.
- Collaboratively operate and maintain SMEP production database system - Energy Component (EC) with Production Support Engineering team, ensuring good track record of data validation and the upkeep of necessary records and statistical data for business control purposes.
- Perform production data entry and upload in EC and Petronas Hydrocarbon Production Allocation System (HyPAS) to run daily and monthly allocations. To prepare and issue official MTAB reports (or hydrocarbon allocation related reports) in a timely manner to relevant stakeholders.
- Maintain and update hydrocarbon allocation tools (EC, HyPAS) to accommodate changes and developments in the production system.
- Proactively monitor Reconciliation Factors for First Stage (RF1) and Second Stage (RF2) at the field level, highlight any deviations, and collaborate with MTAB Parties, Metering Engineers, and Production Support Engineers to resolve identified issues and develop improvement plans.
- Ensure timely update of Hydrocarbon Allocation related Documentations e.g. MTAB Procedures, SEAM PHEA Guidelines, MTAB rerun list, allocation algorithm, hydrocarbon borrow and return guidelines, and etc.
- Develop and/or update allocation algorithm/methodology in line with GSA and MTAB principles for new ventures and/or when enhancement is required to the allocation methodology as outlined in the MTAB procedure with the intent to ensure that the allocation is equitable and meets contractual requirements.
- Work collaboratively with the Frontline Team (onshore or offshore), Production Support Engineering team, and Metering Engineering Team in investigating issues or regarding to work order notifications involving production measurements. Provide hydrocarbon allocation technical support (where require) to the relevant stakeholders until resolution of the issue.
- Ensure timely submission/sharing of Allocation Irregularity Reports (IR) and to present Allocation IR in monthly Measurement Integrity Committee (MICOM) Meeting to obtain agreement and approval from MTAB Parties. To provide support from HCA aspect to Metering Engineer on Metering IR submission.
- Plan and execute hydrocarbon allocation and MTAB Sampling related Management of Change (MOC), Plant Change Proposals (PCP), Manage Threats and Opportunities, Initiatives or Projects by working collaboratively with Metering, Process, Automation, Control and Optimisation (PACO), Projects and other relevant disciplines in maturing the work scopes throughout its lifecycle. To provide technical advice/support to greenfield and/or brownfield projects related to hydrocarbon allocation.
- Support internal and external audits related to hydrocarbon allocation.
- On opportunity basis, to monitor and manage delivery of MTAB Sampling contract services as Contract Holder (CH), Contract Representative (CR) or Nominated Deputy Contract Representative (NDCR) to maximize value from the contractor and to ensure safe execution of contractor work.
What do we need from you?
To be successful in this role, you will have:
- An Engineering degree with deep grounding on Process, Chemical, or Mechanical disciplines with at least 5 years of experiences in production operations and/or allocation in oil and gas environment.
- Familiar with Petronas Governing Standards and Hydrocarbon Allocation requirements/procedures (or ability to learn quickly).
- Possesses strong analytical skills and able to understand the complexity of the upstream oil and gas production processes, identify potential opportunities and threats, and pro-actively work out recommended solutions.
- Well versed with business software applications such as Energy Component (or similar production allocation tool), Maintenance Management System (SAP), Microsoft Office, Power BI, Power Automate, etc (or ability to learn quickly).
- Proven track record of strong delivery and able to independently manage and prioritize workloads with minimal supervision.
- Demonstrated capability to collaborate across various disciplines and with external stakeholders to promptly address issues and ensure timely completion of deliverables.
- Excellent communication and interpersonal skills with the ability to influence others.
- Able to communicate effectively in English & Bahasa Malaysia (verbal and written).
- Highly results-driven with a strong passion for fulfilling commitments with commercial mindset and for pursuing continuous improvement (i.e. digitalization opportunities).
- Flexible with working hours, including non-standard times during peak period of deliverables.
- Willing to travel offshore and onshore site visit for site activities execution
