The Customs Specialist is the focal point for import/export operations for the Chemicals and Products business in the East; which includes working closely with customs brokers/agents and site operations team, oversight of customs authorities’ requirements, and customs documentation to facilitate the cross-border movement of goods.

What’s the role?

Together with the Trade Compliance Manager, the Customs Specialist will help manage internal compliance controls, develop and implement initiatives to optimize trade value and drive strong compliance culture through regular training and engagement.

Your responsibilities would also include:

  • Implement and manage various customs accreditation schemes held by the business.
  • Oversee performance management of customs brokers/agents.
  • Support the issuance of trade documents for preferential and non-preferential trade.
  • Undertake the classification of Harmonized System (HS) codes for the suite of products traded by the business.
  • Monitor Free Trade Agreement (FTA) utilization and identify opportunities for further duty savings.
  • Identify, capture, collect, monitor key metrics (KPIs) for development of business strategies and presentation to management and relevant optimisation projects.
  • Keep up to date with customs and excise regulatory changes and best practice; identify risks and opportunities and recommend actions.
  • Work with the Trade Compliance team and related internal stakeholders to remedy any potential non-compliance or concerns including breaches.
  • Collaborates on internal audits, risk assessment and other assurance activities.
  • Work closely with the IT team to enhance operational efficiencies of various compliance processes with other business interfaces.
  • Maintain up to date Standard Operating Procedures.

What we need from you

We are keen to hear from candidates with working experience in customs and excise matters in industry; work experience with Big 4 and/or a similar role in an MNC will be advantageous. Expertise in the chemicals and energy sector would also be an advantage.

Besides this, we’d also like to see the following:

  • Knowledge of regional customs laws (Singapore being the priority) and regulations as well as the international customs legislations (WCO & WTO).
  • Experience in cross functional collaboration - Interaction between Customs, regulatory, Excise duties, VAT, export controls etc.
  • Excellent communication and interpersonal skills, with the confidence and ability to interact at all levels in the business, including very senior levels.
  • External stakeholders including but not limited to Singapore Customs, SCDF, Central Narcotics Bureau, Chamber of Commerce, National Environmental Agency.
  • Strong problem-solving skills.
  • Ability to resolve conflicting issues in effectively and responsibly.
  • Demonstrated strong change management skill.

(“CAPGC”), a joint venture company between Chandra Asri Capital Pte. Ltd. and Glencore Asian Holdings Pte. Ltd (the “Transaction”). The Transaction will transfer all of Shell’s interest in the SECP Business to CAPGC. This position is part of the in-scope SECP Business and while the employing entity may initially be SGCH, a successful candidate’s employment contract will subsequently be transferred to Aster Chemicals and Energy Pte. Ltd. (“ACE”) to facilitate the Transaction. From completion of the Transaction, ACE will cease to be a Shell group company and will be owned by CAPGC.

Specific details relating to the impact on relevant employees supporting the SECP Business and timeline relating to the change of employing entities, will be shared with the successful candidate.
