As a Field Engineer (C&S), you will be responsible for carrying out day-to-day civil maintenance work through supervision of contractors in site execution to meet quality, HSE, and engineering requirements for assigned projects, turn around and pit stop activities or maintenance work.

In this position, you will play a key role in ensuring the safe execution, quality, cost effective and timely execution of the work; to integrate all Civil and Structural Organization activities (Scaffolding + Insulation + Coating, Abseiling, Temporary Repairs, Civil Maintenance, Refractory repair, Road repair, authority engagements for submissions) into the day-to-day activities of the Production Units (PU).

What’s the role?

As a Field Engineer (C&S), you will be responsible for monitoring construction / maintenance activities. The incumbent should take steps to ensure that construction progresses as scheduled and that work specification are followed. Daily, the incumbent must inspect the construction site and coordinate delivery schedules with contractors.

You are also expected to perform the following:

  • Maintenance of all Civil and Structural plant assets, including drainage systems and oil traps, insulation & cladding, coating, furnace refractory, etc. to ensure high plant availability and equipment integrity.
  • Undertake all Civil and Structure maintenance activities related to Corrective and Preventive Actions and Management of Change (MOC) activities related to the Production Unit
  • Assure that supervisors and inspectors adhere to the approved Inspection and Test Plans and project quality plans when conducting witness, inspection, and surveillance checks. Ensure Quality Control tests and checks are properly recorded and conform to project specifications, AFC drawings, and method statements.
  • Ensure accuracy of approved construction drawings, documents and procedures for proper and correct construction execution.
  • Provides good documentation to ensure all Civil and Structure drawings can be updated to reflect the latest changes.
  • Ensure compliance to HSE standards and requirements to ensure that the Bukom Petrochemical Complex is a safe place to work in.
  • Confirm day-to-day civil maintenance work and co-ordinate work details with contractors where appropriate.
  • When required, to attend daily planning sessions with operations and confirm the schedule and procedures for safe and efficient execution of the job.
  • Work with TA / SD (Plant Turn around / Shut down) leads & Planners to effectively integrate work scope into overall execution strategies in a TA / SD event.
  • Execute the civil maintenance works using contractors.
  • Assist Maintenance Manager in managing shutdowns and project works.
  • Carry out any other related duties as required.
  • Perform the role of an Authorized Permit Applicant and/or Authorized Engineer as per site Permit to Work (e-PTW) requirement.

What we need from you

We are hoping to see the following in your CV:

  • Degree/Diploma in Civil Engineering or equivalent.
  • Min. 3 to 5 years civil engineering experience in construction or maintenance in oil and gas, chemical / petrochemical or related industries will be an advantage.
  • Knowledge in local authority requirements e.g. the Building Construction Authority (BCA), Ministry of Manpower (MOM), etc.
  • Knowledge or familiarity with Coating / Painting (NACE qualified), Insulation & Cladding and Refractory works will be an advantage.
  • SAP (GSAP) knowledge in Maintenance Module will be an advantage.
  • Experience in field work relating to interfacing and stakeholder’s engagement.
  • Excellent communication, analytical, problem-solving, and troubleshooting skills.
  • Brown field experience and demonstrated ability to coordinate and interact with the run-and-maintain organization
  • Ability to use business software, including Excel, PowerPoint, Word, PDF writer with proficiency in pivot tables and data interpretation.

This position is part of the in-scope SECP Business and while the employing entity may initially be SGOP, a successful candidate’s employment contract will subsequently be transferred to Aster Chemicals and Energy Pte. Ltd. (“ACE”) to facilitate the Transaction. From completion of the Transaction, ACE will cease to be a Shell group company and will be owned by CAPGC.

Specific details relating to the impact on relevant employees supporting the SECP Business and timeline relating to the change of employing entities, will be shared with the successful candidate.
